Well at least I had to read this poem for about six times before to understand it. Then I was grasping a kind of weak idea of the author`s viewpoint. So I thought that the speaker was the same as the author 'cos of the highlighted idea of see nature in a landscape where there was a new city trying to rise in an uncertain historical place. The author became a sensitive speaker reflecting his most inner feelings about London and its population. Definitely, I really believe the speaker was in a deep moment of reflection about the moment London was suffering.
