This poem continues Graves' theme of alienation
from British society, especially from the power system
as he saw it after WWI and before he took up with Mrs. Laura Riding, who changed his focus to poems of love and eternal man's need for it ( see The White Goddess)

i think this is one of the most amazing poems! love the way he plays with the words to create a mimesis of message encompassing the poem itself. Really reminds me of Coleridges 'Kublah Kahn' in its overall message.
